  • Theatre capacity for caesarean sections, blood, laboratory and newborn units in every county referral hospital
  • Recruit, deploy fairly and keep nurses, midwives, doctors and specialists
  • At least one maternal and newborn skills training hub per county
  • Stronger referral coordination and emergency transport
  • Ring-fenced funding for maternal and newborn health, including Facility Improvement Funds
